Picture Rocks is a borough in Lycoming County, Pennsylvania, United States. With a population that was 640 at the 2020 census, it is part of the Williamsport, Pennsylvania Metropolitan Statistical Area.
Picture Rocks is the birthplace of Warren Sprout.
Warren Sprout won one gold and two bronze medals in the Stockholm 1912 Olympics. It was in the team shooting sports. He was a career Navy officer at the time.

Section 311. OVERHANDING TREES AND BRUSH
311.1 Property Owners to Keep Trees Trimmed to Required Clearance Above Streets and Sidewalks
311.1a. It shall be the duty of every owner of property fronting upon or alongside any street or alley in the Borough to trim and keep trimmed all trees planted or growing upon that property or upon the sidewalk area adjacent to that property so that no part of the tree, or of its branches or foliage shall be closer than 14 feet above the surface of the roadway of the street or nine (9) feet above the surface of the sidewalk.
311.2 Property Owners to Remove Trees Causing Damage to Sidewalk
311.2a. It shall be the duty of every owner of property in the Borough to remove any tree, growing upon that property or upon the sidewalk area adjacent to that property, upon notice from Council, when the roots of the tree have caused any part of the sidewalk to heave up, be cracked or otherwise disturbed, and then to repair or reconstruct the sidewalk, as required by Council, so as to place the walk in proper condition. Section 3. Penalty for Violation Any person who violates any provision of this article, or who fails to fulfill his duty, as required by this article, shall be guilty of an offense, and, upon conviction, shall be subject to penalty.
311.3. Property Owners to Remove
311.3a. The removal of leaves, tree limbs, grass clippings, debris, cinders, gravel, grits, or any other refuse on such sidewalk or projecting branches and other obstructions below nine (9) feet above the sidewalk. The property owner shall be responsible for the prompt removal of any such items whether or not such items were deposited by the owner, his tenants, anyone acting under his direction, control, license or any third person. Such leaves, tree limbs, grass clippings, debris, cinders, gravel, grits and other refuse shall be properly bagged and disposed of upon being removed from such sidewalk. The sweeping or other removal of such items onto Borough streets or state highways is prohibited.
311.3b. The owner of the property shall remove, trim or cut all grass, weeds or other vegetation growing or remaining upon such premises in violations of the provisions of this Ordinance. No owner shall at any time permit grass, weeds, or other vegetation to grow on his property to a height in excess of eight (8) inches.
311.3c. The Borough Council or any official appointed by the Borough designated for this purpose, is hereby authorized to give notice, by personal service, by United States Mail or by posting the property, to the owner of any premises whereon grass, weeds, or other vegetation or growing or remaining in violation of the provisions of this Ordinance, directing and requiring such owner to remove, trim or cut such grass, weeds or vegetation, so as to conform to the requirements of this Ordinance, within five (5) days after the issuance of such notice. In case any such person, firm, or corporation shall neglect, fail or refuse to comply with such notice, within the period of time stated therein, the Borough authorities may remove, trim or cut such grass, weeds or vegetation, and the cost thereof, together with any additional penalty authorized by Law, may be collected by the Borough from such person, firm or corporation, in the manner provided by Law.
All ordinances or any parts thereof which are inconsistent herewith are hereby repealed.
